Risk mitigation is a proactive approach based on hazard analysis, awareness, and the implementation of preventive measures tailored to each region. The goal is to reduce the potential impact of wildfires by acting in advance rather than reacting only in times of crisis.

Understanding risk mitigation

Risk mitigation involves analyzing hazards, raising awareness, and applying preventive strategies suited to specific territories. By implementing mitigation strategies, communities can enhance their resilience to wildfires.

Objectives

  • Identify the infrastructure and areas most at risk from wildfires.

  • Provide preventive recommendations and support to municipalities and Indigenous communities for implementing mitigation strategies.

  • Educate citizens and local stakeholders on best fire prevention practices.

  • Contribute to the development of a prevention culture in Quebec.

Actions taken by the service

Risk Assessment

The service conducts analyses to identify areas most exposed to wildfires. These evaluations provide specific recommendations based on territorial characteristics. The team also supports municipalities, Indigenous communities, and local partners in their risk assessment efforts.


Recommendation Reports

Priority municipalities and Indigenous communities receive detailed reports with concrete risk mitigation measures, such as vegetation management and resilient construction practices. The Risk Mitigation Service also provides technical support to assist communities in implementing these measures.


Awareness and Training

SOPFEU offers training sessions for emergency services and municipal managers to promote best practices in prevention. Public awareness activities, including homeowner-focused mitigation advice, can also be provided to support municipalities and Indigenous communities.


Development of Resources

Guides and tools are made available to municipalities and the general public to facilitate the adoption of risk mitigation measures.


Support for Fire Suppression Operations

In emergency situations, the Risk Mitigation Service provides expertise in risk assessment and assists with partner coordination efforts.

Building a culture of prevention

Wildfire risk mitigation is still a relatively new approach in Quebec. However, the historic 2023 wildfire season marked a turning point, increasing awareness of vegetation fire risks. By implementing preventive measures and fostering collaboration among stakeholders, SOPFEU helps strengthen community resilience to this natural phenomenon.

A team of experts

The team consists of wildfire specialists with academic backgrounds and/or field experience, enabling them to:

  • Analyze risks for buildings, infrastructure, and communities.

  • Recommend appropriate protective measures.

  • Act as trainers and prevention advisors.
